There are no schematics for any SGI parts, they were all made under NDAs. Standard SMPS troubleshooting order applies, though:
Input, fuse, varistor, rect. bridge, capacitor, switchers, PWM and transformer, then secondary semiconductors, feedback circuit and output filtering.

I just have a small 5MHz handheld Velleman oscilloscope, a $10 chinese DMM and have ordered a new cheapo rework station. Don't ask me what tools I want, I'd probably go crazy.

Yes, I've tried toggling the settings in my user control panel back and forth.

Start by getting the OEM fan's datasheet, browsing thru the Noctua catalog and trying to match specs. As bossman said above, volume (cfm) is not the only thing that matters, the fan has to be able to push that volume of air thru the O2's cramped innards. Hence the need for a quality fan.
